On 8 December 2021, the Commission recommended that KiwiRail and Waka Kotahi NZ Transport Agency examine how the selection of level crossings for LCSIAs and upgrade can be more accurately prioritised from ALCAM risk scores and other existing data sources. (012/21)

On 4 February 2022, Waka Kotahi replied:
Waka Kotahi NZ Transport Agency has reviewed the findings and supports the recommendation to examine how the selection of level crossings for LCSIAs and upgrade can be more accurately prioritised from ALCAM risk scores and other existing data sources.
It should be noted that Waka Kotahi can only accept this recommendation for level crossings that are positioned on state highways. Crossings located on local roads will need to be discussed by KiwiRail and the responsible Road Controlling Authority.
