Clarify procedures for restoring power to points motors following planned works requiring power outage.

Comments made in our submission to the Preliminary Safety Recommendation are still relevant, in that restoring power to motor points either after they have failed in service, or the power has been removed for planned work where hand winding has been involved is no different. Apart from action taken in regard to recommendation 022/99, we do not see any further change as being necessary. Recommendation 023/99 is therefore not accepted.
