The Commission recommended that KiwiRail install a more effective engineering solution to prevent rail movements entering the Picton rail linkspan without authorisation.

In line with KiwiRail’s response of 22 February 2023 to the draft recommendation, as part of the IREX project a preferred option has been identified for a series of automatic derailers that will be interlocked with the linkspan structure.
This recommendation is accepted and the anticipated time line for completion is end of 2024.
On 29 January 2025 KiwiRail provided an update:

As part of the IREX project a preferred option has been identified for a series of automatic derailers that will be interlocked with the linkspan structure.
This recommendation is ( Accepted and implemented)
What we are doing:
With the disestablishment of the IREX project, an alternative option was sought and as a result a new Standard Operating Procedure was developed and implemented at Picton. This was introduced in September 2021. Copy of the SOP document is attached.
Summary:
We are satisfied our actions have addressed this rec and this is now Business as Usual (BAU) activity.
Therefore we are treating this recommendation as closed.
