ATD accepts both these recommendations and have in fact been working on instituting CVR and updating FDR requirements since 1985. These have been stalled in the past due to differences in reconciling demands on the protection or freedom of recorded information.
It was reinstated as a high priority project within the Aircraft Certification Group early this year and it is now hoped to have a discussion paper out for public comment in the next few months.
