Ensure persons in charge of obstructed sections are aware of, and comply with, the requirement to use fixed signals where available inside work limits to provide additional protection for staff working under conditional stop board protection conditions.

Action to support the intention of this recommendation has already been implemented. A training session comprising a full day working on "occurrence outcomes and lessons learnt" has been developed. The requirement for Train Controllers to hold signals at stop when they are located between the obstruction and the protection is included in this training.
